Makeup air inlet
This may be a stupid question but what do I use outside for an air inlet on a 6" pipe that's feeding make up air to an enclosure I'm exhausting 400 CFM from?
I know what to use as an exhaust damper but I've never seen anything as an inlet damper / screen.
Rain isn't a huge concern.

I've used hoods by Artis Metals. Look up SWVA 6, this would be a standard wall hood with screen. They have other models with a reversible damper along with other sizes. Check out their site, maybe you will find something that will work for you

I have seen them mostly in sheetmetal fitting catalogs. I don't think a damper would be code unless it is motorized and interlocked to the appliance. Also look around where you see fan in a can products.

No, the inlet is to stop the fan from pulling conditioned air out of the building.

The problem is making the fan pull air from where you want it to come and not where the air wants to come from.
Would an ERV make sense?

There are a bunch of options for vents and dampers here:
You can get one with a screen and a flap then put a screw in the flap to hold it open.
