There is a tradeoff between how it is supposed to be, what you have, cost, and which things will actually cause a problem. @JohnNY really understands how steam systems works and can take a pretty good guess at which things need to be fixed and which won't cause a problem in your installation.

The problem with this for a consumer is that they don't have a great way to tell which contractors explaining why they proposed one thing but not another is technically correct. That is where recommendations from other professionals come in.
