Surface temp is usually quite a bit higher than room temp, and thus misleading residents into thinking there's enough heat in their units. But the one that's felt by people residing in the unit is the room temp.

    They should be using the laser for checking around windows and electric outlets and switches on exterior walls and around "through the wall" air conditioners if any. And seal it up.
