Is the damper supposed to be there?

If you mean the barometric draft regulator (swinging disc), yes.

I haven’t seen any other boiler with it so close. Right out of the combustion chamber

It would be better on the horizontal piece of flue pipe.

There was an error rendering this rich post.

Do you have other pictures? I’m curious what the piping looks like.

Agree it should be moved to the horizontal run. There's no way a combustion test is getting done without picking up free air from the regulator.

In the current location, the barometric draft regulator will work fine. However I also see a problem with getting proper combustion test results. It's easy enough to move it to the horizontal section of the vent connector

After you make that expensive repair and you still have the same problem, What will you check next?

We have a few like that- if you tip your analyzer probe down so it's below the barometric, you'll get good readings.

The only drawback I see is that on some boilers, more noise will escape if the barometric is that close.

i would worry more about that near boiler piping than that damper location. bullhead tee on the equalizer and undersize. doesn't look like 1-1/2 as required by manufacturer unless pic is deceiving
