    I'm sure rules and regs are different in Russia.

    All of the district HPHW (200psi) I've worked on has a big flat plate HX in the "boiler room" and had normal 30-50 psi reliefs and 180 or less operating temps in the building. No HPHW was allowed to be in the building accept for the stubs in the mechanical room. It was still scary stuff! All welded SCH 80. it's crazy how much energy can go through a pair or 1" pipes.
