Rheem Propane Gas Furnace burners do not light cold air comes out of vents

We have a Rheem furnace that runs on propane. It is aprox 11 years old. Three weeks ago had a full tank of propane delivered. I told the tech we weren't getting heat, He checked that only two of the burners were lit. He cleaned them and all 4 were lit and we had heat. A week later PG&E turned everyone's power off in California for 5 days. Now only the first burner lites then turns off right away. :( My husband is an electrician and we are trying to diagnose the problem. My questions are: Would a power outage cause problems for a propane furnace?
Are diognostic codes universal our heater doesn't have the codes on the door.
Our air filter has never been changed ...could this be the cause?
Thermal coupler?
Igniter?
limit switch?
Flame sensor dirty?
We are retired and don't have a lot of money to have someone fix it unless necessary. Hopefully, it will be an easy fix.

    YES change the filter.
    You probably need a new set of burners.

    Is that expensive? How long do the burners usually last?

    Can vary on timeline, Installation, basement conditions, and LP gas are all variables that have to take in consideration with how long they may last.

    What's the model and serial numbers? The fan running means there was three failed ignition attempts. What flash codes are you getting? Long and short. No manual?
    Could be a gas pressure issue.
    The inside of the blower door should have the code definitions and wiring diagram.

    Thinking the 3 fail attempts are because only the first 2 burners are lighting 3&4 are not lighting so the flame sensor is shutting it down like it should.
    Those burners are not very reliable after even a good cleaning. Once they get rusted, usually replace.

    the model number is RRNA-C048JK08X and serial number is
    2G7829ADAAF510704672. First he was getting flash code 3 then flash code 1.
