Hot water baseboard system, 5 zones
In two of the zones, when the thermostat calls for heat, the valve opens, but the circulator doesn't come on.
Where is the problem?

Check all your wiring and the end switches on the valves for starters.Br. Jamie, osb

most likely bad end switches. Are these honeywell zone valves? depending on how old they are, you can most likely change out the head without draining any water.0
