I am insulating my basement with rigid polystyrene insulation. Can i use this in my boiler room? Behind my boiler? Should it be foil backed rigid insulation?

It depends which code you are under the jurisdiction of.
The bottom line is, no you should not have foam insulation exposed in a boiler room. It has to do with the flame spread rating. It is ok if it is covered with type X drywall."If you can't explain it simply, you don't understand it well enough"
