There is a section in Lost Art of Steam Heating that describes this exact scenario of how a new boiler can turn an old wet return into a slamming dry return. And how to fix it with a false waterline. Highly recommend the book. Best $50 I've spent owning a steam system. My HVAC tech has gotten a copy for himself.

As much as a false waterline would have cured the noise and it was previously mentioned in this thread, at the future time of a boiler replacement, the installer (if not a steam expert) may screw it up (who needs all these extra pipes). In this case, I think having the wet return lowered is a better solution, since it could be done, and it is a more permanent repair. It may have taken a bit longer to do with working with and around some obstacles.
