All systems suck in air at the end of the steam production (call for heat). My one-pipe system has always been lucky in that the main vent seems to open first so I can't hear any hissing in my living spaces.

This photo of the boiler you posted is virtually identical to my current boiler ( though my output rating is about 314) My boiler, though older, works perfect and well maintained. Sad that you took the recommendations to trade it out. I noticed the dreaded "copper" used for piping instead of steel/iron. BTW Technicians that talk homeowners into replacing working boilers - that may just need some routine Maintenace to perfect - get a percentage of the profit on the side. As you now know, these same installers no nothing about steam other than how to f#@k it up

you could try lowering the pressure to no more than 1.5 lbs. and since its acting as a two pipe system you might even be able to remove the air vents and only have them on the basement return. . you can also try restricting the feed valves and , normally a no no. and increasing the air valves to larger sizes mom C's and D's I agree it looks like it was a hot water system. Restricting the feed valves could mimic an old steam system where they used washers with small holes to balance the steam filling the radiator to its condensing capacity. also insulate the basement steam pipes at least the ones you will be keeping if you make changes. I recommend 1 inch thick insulation, it lets you go over the fittings by cutting a little out.
