Honeywell VisonPro 8000 cycles per hour
One pipe system with a 2nd BJ Bigmouth to increase main venting before the adjustment below.
Made an adjustment from 1 CPH to 3 (to see if heat would be move even, better % etc.) this morning first call for heat and noticed when setpoint was reached the boiler cycled chronically in my opinion 2 to 3x per minute until I became somewhat concerned and changed it back to 1 CPH, noticed radiators then became hotter quicker, T-stat became satisfied and boiler shutdown as expected
Is this rapid cycling normal and should I have waited longer knowing a smart T-stat needs time to "learn" the new adjustment?
Would going to 2 CPH be more prudent as a 1st step instead of jumping to 3?
Honeywell manual states steam should be 1 CPH.

No, that kind of rapid cycling isn't normal. If it was the thermostat switching on and off even though it reached the setpoint, that isn't normal either. Something got badly confused…
There are some steam systems which seem to work better on 2 cycles per hour, so you could try that. 3 cycles per hour may be too short a cycle to get heat to some of the slower radiators.
