help removing damaged Maid-O-Mist steam vent

I am trying to replace this Maid-O-Mist steam vent with a new one. The existing vent somehow got damaged and bent - it rotates easily but without the stem seeming to unthread. It was not a super-snug fit from what I recall. Do I have to try to bust off the outer piece and then use an extractor bit to remove the stem? Or is there a better way?

I'll bet the stem has come adrift from the base. I'd get the base off it — then you might be able to grip the stem sticking out with a pliers and get it to come out (but don't squash it — that will make it a pain) or you could use an extractor which fit well.
And some penetrating oil wouldn't hurt…
