Control valve for a convector

Looking at replacing a radiator with a convector. (steam)
The steam is low on the wall and would run up in the bottom of the wall mount convector to the element.
I’d like to use a thermostatic control valve but am wary of condensate collecting between the valve and the convector to element. Less than 12”.
Is this a legit concern?
To get around it, the steam could run up outside to a valve above the convector then poke in the side to connect to the top of the element. Drilling a hole in the side of the enclosure.
