Radiant floor stopped working

Hi!
I am building a house with my husband and I’m about to get my electrical final inspection (scheduled for tomorrow as of now, I did all of the electrical work and we installed the radiant floor system) in the slab.
The radiant floors were working fine yesterday (and have been for nearly a year) until I had to move some stuff around on the panel and the breaker for the main power supply was moved and rewired (same wires, just moved and reinstalled).  
I also moved the plug for the pump to a different receptacle.

Since doing this, the floors won’t come back on.  I tested the power to the boiler and to the pump (via stick tester) and they both have power.  I don’t have my multimeter with me, so I can’t get an exact reading of amperage, etc.   

I plugged the pump into a 3rd receptacle and still no change.  I replaced the 2A mini fuse in the boiler even though the original one looked ok and still nothing. 

When I used the stick tester on the wires on the unit side of the breaker there is power until a few inches down on both the red and black wires.  There is no power to the thermostat wires.
I have a feeling there issue is something tiny that I am overlooking, but I don’t know how else to troubleshoot.

I am currently awaiting a call back from the place we bought the system from, but I’m trying to cover my bases as my final l&i inspection is currently scheduled for tomorrow.

We have a heat pump as well, so at least it’s not freezing in here.  

Any ideas?

    As you mentioned, an electrical meter will give you a more definitive read on whether you have power. It is pretty common to get false reads with glow sticks, especially if there is metal conduit in the mix.
    Another thing to check are your neutrals. Many times these mysteries are not a lack of power, but the lack of a return path for the power

    Your glow stick is probably giving you a false reading on the power supply wires. "A few inches down" says to me that it's sensing something -- but that the wires or the breaker in the box are not properly connected. And at the same time check your neutral and ground.
