Relocating to VA.  Planning on building single story ~1100sf tight home.  Want to make certain unit allows for fresh air/heat and A/C and is as efficient as possible.

You’re looking for a heat pump. Find a good installer and go with what they’re familiar with.0

Another vote for an Air to Air heat pump. Insulate under the slab or basement. If the power goes out you can ride it out. Simplest way to get fresh air is good quality windows that you open and close. What is your budget for materials? Passive solar with south facing windows and an overhanging roof for summer could help a lot with keeping your electrical costs manageable.1
