Should the steam boiler be drained during summer months when not in use

NO! If you do anything, add water to a higher level than usual, then run it up to temp to drive the oxygen out of the water. This will raise the water line over the summer. Corrosion tends to occur at the water line.
They only way draining it would be beneficial is if you could get the system completely dry inside, seal the entire system from the atmosphere (humid summer air), and maintain a very low humidity environment inside the entire system. That would be very difficult to accomplish. So next best thing is to have it full of de-oxygenated water.
