From paper to metal exhaust is about 2 3/4 inches0

That should be fine. The Barometric draft control should be straightened up though.
Who ever did your last professional adjustment on the draft control did not get an accurate draft adjustment, and therefore your combustion adjustments can not be correct.

Cut the insulation back 6" from the vent.0
