Failed emergency relief valve?

Our steam system started spitting steam from this area. The only things in here are the skim tapping and the emergency relief valve. I think this means the emergency relief valve is shot?
This something a homeowner can replace on their own? Or better to call in a pro?

What's the pressure on the boiler?
Maybe, maybe not. Shut it down and let it cool. Start it up and watch the gauge and see when it opens.0 -

It is more likely doing its job of keeping your boiler from blowing up. Does the burner shut off if you turn the switch off? If not turn the manual gas valve off and call a pro.
Next look at the pressure gauge. Does it show pressure while the relief valve is blowing off? Does the gauge go down as it cools?
Is there water in the sight glass?
You should shut it off and call a competent pro before you have to call the fire department. Make sure the burner is off. It could be a stuck gas valve.1
