I can't speak to what you should do, and we don't know what it is from here. But if you have any doubt it would be good to have it checked out. It's dangerous if it becomes friable (if the dust becomes flakey and flies into the air). If it can be sealed it can sometimes be left in place but I am no asbestos professional.

By reorienting the pigtail as that photo shows the pressure control will move so it does not affect the mercury bulb. Verify the pressure control is level from side to side when hot.
