National Grid, supply line responsibility (Queens, NYC)

My supply line (BEFORE METER, purple color) has some leaks, it has some rust and patching putty. Does anyone know whose responsibility it is? A National Grid representative came by and said it's my responsibility. It doesn't make sense that I own the line before the meter. Thanks!

    It varies -- but I wouldn't be at all surprised if you found that it's your responsibility all the way out to the curb stop in the street.
