I'd be inclined to pipe the 2 taps to either side of something like a Dwyer differential pressure gauge of a low full scale but higher max pressure value so that you can calculate flow in systems with low resistance.
When I experimented with trying to measure flow with a single high precision gauge and a 3 way valve to toggle it between the inlet and the outlet of a balancing valve, I was never sure if I was really getting the differential or if the system pressure was fluctuating more than the differential across the valve.0 -
Or a simple Y hose across the two valves, with the single gauge.

I did basically that. A pump probably has enough delta for that to work. When i did it across a balancing valve it was iffy if the variation was because of the differential across the valve or fluctuations in the pressure in the system at both points.0
