The person could have at least just screwed through the bed rail, and liner like the forward ones.
Nothing beats self tapers with an impact driver to put them in, and take them out. Those ratchet straps can be a pain to get loosened sometimes

My bed liner has T shaped tie down anchors built into the liner.
Kind of a PIA as they are down near the floor.0 -

There's a hole or two at the bottom of the fender and yes it's an older truck but c'mon! LOL!0
