Steam hot water

Live in Minnesota. Public utilities guy came and said I am using 3x the steam units and over 2000 gallons of water in 8 days. Prior month bill was the same. Said I had a hole in steam coil/trap. I pressure tested coil to 50lbs and no leaks. Also no buildup in coil. Water flows flows freely also thru trap. Any thoughts on what’s driving water usage and steam bill. Water must be going thru steam meter from somewhere I am guessing?
