Thermostat that calls 2 stages of heat independently?

I understand that most thermostats with 2 stages of heat try stage 1 first and then activate stage 2 if needed, leaving stage 1 on.

Is it possible to find a thermostat that has 2 stages of heat but which also disables stage 1 if stage 2 is activated?

    I'm guessing two different heat sources? What are you trying to accomplish?
