In-house programming of a Honeywell Excel 5000 system

I am working with a large school. Four of its large air handlers are controlled by Honeywell's Excel 5000 system. I want to know if this system can be completely programmed in-house, or whether it requires using the installing contractor.

Do you have a Xl581 or Xl582 interface?0

It requires the software & the interface to program it. After than, it's much easier to start with the original programming files—IIRC some network connections can't be pulled out of the system & will need to be recreated by hand.0
