Steam heat and hot water

in THE MAIN WALL
Steam system seems to be cycling like every ten minutes for like 3-5 seconds. I have steam heat off so only steam that would be used is for hot water. Any ideas why?

System is straight steam with no boiler.

    And hot water isn't being used as its 300 in the morning...

    Is there an aquastat which is supposed to keep the boiler hot enough to supply the hot water? Oh... you say no boiler? How are you getting any steam without a boiler? District steam?

    If there is an aquastat, check its settings.

    Where do the wires go that come out of the valve, the first picture? Take pictures of where the wires end up at & post them.
