Waited for 2.5 hours for owner to show up on Friday and he ended up blowing me off. His son tells me he's made his decision to go with someone else. Think I'm done with this one..

Forget it, cause he will have spent all his money on the knucklehead and won't want to pay you.

He stated that the rads are 12-14" wide. I don't have a radiation book with me but I don't see getting 5 collumn's in 12-14"

Suppose there were no main or radiator vents on this system.
It may have relied on high boiler pressure compressing the air inside the rads, which only allowed them to be 1/3 full.--NBC

I'd be amazed if you could get steam to even one radiator like that even at 10 PSI.

It would seem like the steam would stop, but I just am working on a schoolhouse that had 2390 EDR (about 33 CI rad). This is 2 pipe which would be typically vented thru the cond pump. The 2 dry returns teed together and dropped into the wet return downstream of the pump discharge. There was no way for the air to get out, let alone condensate drainage. The pressure was 6 PSI now 2.75. This building heated very badly for over 20 years since boiler was changed. But somehow it did heat.

The steam did get to rads and the dry returns. The main and returns would flood and only drain back overnight if boiler shut down. The hammer was tremendous, re-piping the returns has helped. (See open venting in boiler room, new posting coming)
