I have a steam boiler that goes up to five pounds pressure and shuts boiler off for one hour befor it relieves pressure back to turn boiler back on.

    Need a lot more information to be helpful

    but if that's a residential boiler there is something really wrong with the controls.  If it were mine I wouldn't operate it until I found out a lot more about it and fixed the problems.

    Off on safety for an hour

    It is probably not the pressuretrol which is keeping off the boiler for an hour. More likely it is the LWCO, or another safety. A little troubleshooting with a multimeter should show which safety is responsible. When the flame cuts out, the steam collapses, developing a vacuum, which could hold water up in the returns for that length of time, starving the boiler of its water.--NBC
