Getting Steam to Radiators at the Same Time

The principle is that a steam system is properly vented if steam reaches all radiators at the same time. How much time leeway is there in this principle? One minute, two minutes? Plus, I live in a four story apt bldg. So what does that principle realistically mean in such a case.

the ideal
would be that somehow the system is piped so that each radiator sees steam at the same time. However... I doubt that any practical installation would meet that ideal, no matter what venting was installed. The ideal would require that every radiator had exactly the same travel distance from a main header as every other radiator! That being said, I would have to say that if the most distant radiator began to see steam within 'a few' minutes of the closest radiator ('a few' being dependent on the size of the system!) you should be happy...Br.
