Can someone help me with my aquastat dilema

in THE MAIN WALL
My husband and I just purchased a 3 flat bldg. but it doesn't have a thermostat. We want to keep the temperature in the units around 70 degrees. What temperature do I set the aquastat on to maintain 70 degrees. I don't want to make the mistake of turning up too high and end up with an outrageous gas bill.
