The diverting valves on the boilers are there, I would think, to prevent low boiler return temperatures on start up & fireside/back-end corrosion. That bit looks right.
The thing that looks wrong is the way the heat-exchanger (top, left-of-centre)is piped. I think it's a plate heat exchanger to separate the glycol system from the boiler. These have a relatively high hydraulic resistance, but you'd need another pump, or a regulating valve between the F&R connections, to push the boiler water through the HX. With the existing arrangement, the boiler water will just by-pass the high-resistance HX and flow straight on down the low-resistance primary pipework. I'd query this. I agree with Eric, the glycol loop looks like it's going to stay kinda cool!
