Carrier Hvac airhandler
I was told that this was installed wrong and should have a metal enclosure under it to help with the return air for such a large blower. Static measurement after the filter and before the n coil reads 1.0. My question is can i add another vent and filter to the other side (left) of the blower cabinet to achieve the same result and reduce static pressure.

You mean the furnace should be sitting on a return pedestal and draw from below?
Is that a filter rack in the return? What type filter?
The supply configuration is a little funky. It might be building up pressure where the plenum meets the main trunk duct. A radius 90° would let it flow nicely. Everything looks sealed well, so the correct size matters even more.

you need to make sure the problem isn't in the ducting system itself too, especially the returns or grills that are covered with 50 years of dust and paint and painted over dust.
or high efficiency filters that are too restrictive.

why does the control board have 100 fairly high power resistors on it?

By the looks of it, your bigger restriction is the small filter. A large filter also means a bigger hole so air can more easily flow around the blower.
If your gauge does differential pressure measurement, do the readings posted in the earlier link and post the readings. Also a lot of the cheap digital gauges are good for 3PSI or 83" water, so they are not accurate for measuring sub 1".

No idea about resistor component size but circa install 2019. When i got the house it was wired as a single stage. Replaced tstat and wiring solved that issue. Low speed fan was helpful.But the system has always been loud. And inefficient. I have 3 returns down stairs and 3UP. Looking at changing them for a more open design. 4x10 registers that are low restriction. I have 181 nominal cfm down and 82cfm up. All dampers are wide open. Talking to local service folk, they suggested in circa 2019, contractors did not include a reservoir under the blower chassis that is common place now. My thought was i could add another filter frame on the left side equivalent to the reservoir or riser area suggested for the bottom. Would that have the same effect as a bottom riser. Filter rack is the same size as blower inlet. Thank you

Filter currently is a merv 8 but i have tested with a rock catcher and no filter.

You seem to have the tools and the knowledge. Read the book. Its possible a simple change of fan speed is all that's needed if sub cooling and heat rise stay in range.
