In floor cooling is possible but the dew point MUST be low or the floor will be wet!

There's more to it than that. You have to have some sort of supplemental cooling to handle the need for dehumidification. You have to live in a climate that is dry enough that when the need for dehumidification has been met there is still unmet need for cooling.
Most of the US doesn't meet the second criteria. If you live in a place where big box stores sell dehumidifiers in the summer floor cooling won't work for you.

I've seen it done in commercial buildings.
Residential I see the floor very wet if a door is left open too long.
