What caused this splatter?

A neighbor had this happen to a new oil boiler installation. It looks like rain water entered the flue pipe from an uncapped chimney. Could the water cause this splatter? Looks like some heat damage near the flue pipe. The boiler is operating normally now. The “splatter” is from the original event and not yet cleaned.
