    Just found that somehow, the compressor now can start. I can see the amp draw when start and current is stable at ~5A while running.

    However the pipe is not cold yet will verify a bit further after work.

    You're pretty much right there. The reading across Run and Start should be roughly the sum of the other 2 readings. Should be 3.5. Actual is 3.7. I like it. 👍

    Try a Hard Start Capacitor/Relay.

    Now that my compressor is running.

    I compare the running currency of the working unit vs not cooling unit. 6.6A vs 5.9A. Slightly lower indicating the compressor is not working as hard as it should be?

    Opening up the outdoor unit a bit more. Suction side is only slightly cold (not cold enough comparing with working unit). I use my hand to feel the temperature of other lines in the outdoor unit and mark in the picture. The air blown out by the fan is not that warm (comparing with working unit).

    Does this mean the system is working, but not as well as it should be? Indicating low on refrigerant?

    With the outdoor unit running, what's going on with the indoor unit (the evaporator and the blower). The "Very Hot" on the compressor output means the compressor is doing something. At this point the refrigerant charge should be verified.

    I check the manual the unit is using R22 refrigerant, only licensed person can handle it. Plan to call HVAC specialist.
