1970's Block of Flats - Honeywell - Heating System

I have recently viewed a flat built in 1972 which appears to have a Honeywell heating system. There is a thermostat in every room but no radiators. Can anyone help me work out where the heat comes from, is it underfloor or ceiling?

We built a 2 story duplex with identical floor plans. There was a thermostat in each room that operated electric radiant ceiling heat. There were no signs of where the electrical connections were in the building. Only the junction box in each room that the thermostat covered. Interesting heating system.

After you make that expensive repair and you still have the same problem, What will you check next?

Thank you, much appreciated. I assume if the current system is no longer in working order I can install electric wall heaters? I have ask the vendor to confirm what type of system it is and if it still works. Unfortunately the occupier is deceased.

An electrician with meter can trouble shoot everything from the thermostat location.
Maybe no power there, thermostat may have failed, electric elements could be open etc.
There were some systems that had the thermostat control a remote relay (could be in the basement) to energize the heaters. That could also be an issue.
