First of all, You posted in "Oil Heating". Is that space heater operating on Gas or Oil?
If it is oil, then you have a single wall vent with no barometric draft control, that means that the due point in that flue with out diluting the combustion byproducts exhaust will be very low. You may have a flue temperature near the top of that stack at the roof line as low as 250°F. That will be a Condensation Generation plant on a major scale. You either need to add some additional air by way of a barometric draft control or you need to change to a double wall L vent so the vent pipe stays warmer (or both)

After you make that expensive repair and you still have the same problem, What will you check next?

I've got a barametric vent coming..had to order it. It's Fuel oil... not gas…shes an old one i had in my old house about 15 ywars ago...i just got it out of storage to help take the chill out my garage so i can work on my cars.… Seems that's what I'm missing. I've clean everything out in it and seems to be in outstanding shape!! Just wish the fan blew better than what it does, but a pedestal fan in front helps!! Thanks for all the help!!

Be sure to maintain minimum flue clearance from combustibles. .
