Problems with gas valve??
Approximately once every 2 weeks my boiler flames making loud whining sound and flames appear larger than usual. Could it be gas valve putting out more gas than needed?
If not, what could be the issue?

More likely the regulator than the gas valve itself. You really need to have someone check the gas pressures coming into the house and before and after the regulator and at the gas valve to make sure they are correct.

also make sure the burners aren't clogged with any debris like a spider web and aren't disintegrating. After cleaning the burners and checking the gas pressures, a combustion analysis would be a great idea.
Also watch the burners when the blower comes on, they shouldn't change or move when that happens, if it does the hx is compromised.

are you saying there is not enough gas pressure? it happens really infrequently. is the gas valve a problem?
