Control Board Not Turning On

Hopefully somebody can save me on here. I recently got a Buderus GC144/4 Cast Iron Gas Boiler, 76,000 BTU. My plumber hooked everything up and I had a friend who works for Johnstone double check it but for some reason the panel inside will not power on. I've even purchased a new one and had it replaced. Still nothing. We tested and show power going on but it won't give a readout. Winter is coming sooner than later and I need this figured out.
