Open deck heater
I Have a deck that’s 22 x 11 x 10 high ……. Has a roof, How many btu and what kind of equipment. I don’t think there will be any bbq when it’s under 45 degree. Want to heat it up to 70 degree. I’m not talking big wind storm but 10 m.p.h. wind if that matters. Deck is off of house so it’s 3 open sides

My neighbor has a deck similar to yours and has 2 heaters that @Larry Weingarten shows. They work great with no wind but less and less with increasing wind speeds.

Infrared heaters as @Larry Weingarten mentioned are the only way to do that. Consider: suppose a 10 mph breeze. That's 15 feet per second. That breeze will renew the air in the patio in slightly over one second… of to put it another way, that patio has an air exchange rate of some 3,600 air changes per hour.
Nope.
Warm the occupants, not the patio. Infrared.

Since I have met you in person, then I know that you are one of the hot heads… hot rod… LOL
More to the point. The three ways to move heat from one place to another are Conduction Convection and radiation. And the first two will not work for you. The Radiation will because that Infrared Radiation heats objects and people in the line of the rays. Think of it like the sun. As long as there is LINE OF SITE from the sun to the object or person, the sun will heat it/them. Radiation heat does not go up (the way warm air does) it goes in all directions.
For some folks it is a difficult concept to grasp, that is why I like the "Think of the Sun" analogy.

After you make that expensive repair and you still have the same problem, What will you check next?

What you will notice is your legs and feet, if under the table, will not feel the radiation. But it is still the best heat option for an open space.
