Safety of Maxitrol Regulator In Basement Above Furnace

Hi! Newbie to owning a home with propane heat here. 

I had a tech come to clean/service my furnace who flagged the propane regulator being above my furnace as a huge safety issue. Irving sent out a tech who told me it’s within code because it’s a maxitrol vent limiting device. Fire Marshall told me it’s fine and reaches “minimum requirements”.

However, it is right above my furnace. If anything goes wrong - isn’t this a huge safety issue? Should I push to move this regulator outside? Would you be comfortable with this?

I have a 500 gallon tank on the other side of my property. See the lines and basement situation below.

    Probably not the best location but probably not against code. Should be a non issue.

    Is using pvc for the vent connections allowed?

    I wouldn't but seeing it is outdoors I don't see an issue.

    I just noticed that cracked joist. Unless there is something I'm not seeing picking up that load I'd be concerned about that.
