Radiant floor heating to keep the concrete dry

in Radiant Heating
I have a project where the radiant floor heating is used strictly keep the slab from condensating. I am struggling with the controls on this. Is there an outdoor dew point sensor or switch that I can set that will control the boiler? Any thoughts or ideas would be much appreciated. Thanks!

    The temperature that the slab needs to be will vary with the dew point of the air. A slab sensor will just keep it at one set temp. Is there another thermostat or control that I could run the sensor to? Or am I thinking about it in a different way?

    Where is this slab?

    It’s in a fertilizer storage facility. They want to keep the floor dry, because if the fertilizer gets wet it turns into a slippery mushy mess.
