Going by your description and looking at the manual and the wiring diagram I would suspect the control board since the circulator is suppose to be on when ever the thermostat is calling in normal operation. Probably a bad solder joint at the relay that controls the circulator. The Red wire and switch I added to the wiring diagram represents the relay contacts and their part of the circuit to energize the circulator. An inexpensive repair if you can do it.

I had the same problem recently. There are a few different boards so make sure you give the CP number when you order. My rep ordered the wrong board by mistake. This boiler was a GV 90+0

Everything works, hot wired pump & works fine , replaced control board with new exactly same board , circulatory pump still will not start? Any help would be greatly appreciated.

If your system is the same as the original post only the control board controls the circulator (assuming there is power to the boiler). You need to determine what is missing the Hot side or the Neutral side of the circulator power. A Multi-Meter is usually the best fastest way to find what is missing, that gives you troubleshooting direction to find the defect.
No other system circulator controls for zoning ? Just the one circulator ?
It may simply be a bad connection in the wiring harness.

I am wondering if @H73064 is working on the ame piece of equipment? or another piece of equipment with the same model Weil McLain CGa boiler? or maybe another type of heating appliance altogether? Or is just some random heater with the same control board?
And now that you have replaced that expensive part, where will you look next? I'm sure there are more expensive things that can be replaced before you actually look at the system to determine the real problem.
Can you describe your heating system?
How many thermostats?
Who makes your heater?
What is the model number?
Is there a wiring diagram on the heater anywhere?
Can you provide a photo of the complete heater and the circulator that is not working in one photo?
For now you can leave the circulator hot wired and set the thermostat to regulate the burner in the boiler so the hpuse does not overheat. That is if everything is working except the circulator as you stated above.

After you make that expensive repair and you still have the same problem, What will you check next?

If everything works except the circulator if the board is pricy get a $20 rib relay to run the circ and bypass the board.
Of course, if the board has lost other functions, you have no choice.
