How do you turn down/ turn off this type of radiator?

Hi everyone, I'm just looking for some help on how turn the heat on these radiators down or off? Any help would be really appreciated.

    If you're lucky, close that black handled valve.
    You can have it good, fast or cheap. Pick two

    You could install a thermostatic radiator valve. That would help.

    Is it steam or hot water?

    Show us closer pictures showing both ends.

    This appears to have 2 tappings at the bottom of the end section. Looking close at the valve, it appears that it goes into the tapping closest to the wall and the tapping furthest from the wall goes to the elbow that is further past the valve. When you look that close to it, the picture is blurry so it is hard to be sure.

    If the black valve doesn't work you have what some people on this site call a double hung thermostat just above the radiator...Never mind wasting all that precious fosil fuel :(

    We need better pictures of the radiator and the pipes. The return could go to the same end or across the back to the other end or it could even be various steam setups.
