    It happens when we try to fill it back up

    You mean that when you try to fill the tank with fresh water, water comes out of the exhaust pipe at the bottom of the WH?

    There is a cond drain port on the bottom of the exhaust elbow, is that where the water exits?

    If so the burner compartment may be compromised.
    You might need a pro.

    I have seen that happen in that model when there is a leak in the heat exchanger. I would have someone qualified look at it, but I suspect you will need to replace it.

    How old is it? Look for warranty possibilities.
    Have you opened the inspection ports in the past?

    Does it leak when the Waterheater is off/not producing hot water?
    If it only leaks when it is operating it may be flue gas condensation which is nomal..
