Tekmar 361 not firing boiler

When the tekmar controller requires hot water, the burner indicator comes on but the condenser boiler isn't firing.

The system controls a Honeywell motorized port valve, which seems to be working ok but the signal isn't reaching the boiler.

The Honeywell seems to be opening on demand though, so am I right in thinking that there must be an issue boiler end, and that the contact there isn't closing?

    What model Honeywell valve?
    What make and model boiler?
    Pics?
    Is the Honeywell valve sending 24v to terminals 1 and 2? 
    Anything happen if you jump 9 and 10?

    Just checked, the valve isn't opening. Must be a fault on the box, rather than the boiler or valve

    I'm in the uk, so really is a Kanmor 361e. European version!
