How to diagnose 2nd floor radiator?

Hello,

Looking for advice on how to diagnose a 2nd floor steam radiator, single pipe. When the boiler kicks on, the radiator makes "breathing" noises but doesn't get hot. I can also hear some gurgling noises in the vertical pipe coming up from the basement. However, there are times when the radiator does get hot, such as early in the morning or in the late afternoon. The radiator is at the opposite end of the house from the boiler. What can I do to diagnose/fix this?

There is almost certainly a low spot in the supply pipe where water is collecting. The pipe has settled and the water is acting like a trap. It is killing all the steam that gets pushed through it, until the water finally gets heated up to nearly steam temperature, then it will finally let steam pass.
