Help! What kind of heat do I have and how do I make it stop??

I live in an apartment building and it is constantly 100 degrees in here during the fall and winter because I have no control of the heat. There’s no thermostat in my apartment. I hate having to open my window because I live right next to a train station and it’s always loud. How do I make it so the heat doesn’t come up or is at least decreased?

I also have no ability to turn the knob on any of the radiators in the apartment. I think they are soldered open.0

It's two-pipe steam. If the management doesn't care, maybe cover the front of that convector with an insulating blanket.All Steamed Up, Inc.
