Split Flanges/Escutcheons - how to measure?

ok, I am baffled about how to accurately measure my radiator pipes (steel or iron) and buy the correct split flanges. Two parts to this question:
1. I measured my larger pipes and they are 1 3/4'; the split flange that fit stated it was 1 1/4". So those are complete.
2. Smaller pipes measure 1 1/4" - but I can't find the right size flange to fit. If I use the proportions in #1 above, the size would be 3/4" flange, but that is too small. One online plumbing place suggests 1 5/8" flange but that seems counter intuitive to the proportions in #1.
Any ideas on what size I should use to get #2 properly fitted?

It'd be a escutcheon for 1 inch pipe.

Yes, it is kinda of confusing. Flanges come in two flavors, copper size and Iron Pipe Size. IPS fits Iron pipe.
1" iron pipe has an overall dimension 1-1/4". 1" copper pipe has an overall dimension of 1-1/8". 1-1/2" ABS has an overall dimension of 2". It has to do with wall dimensions.
Ordering 1" IPS flange will have a 1-1/4" hole.
