how to make a steam boiler with a hot water system if that's possible. it's a baseboard system in the home but he can get a steam boiler cheap.

    Don't. Unless the "steam" boiler has all the necessary trim from use as a hot water boiler, and unless it is a conversion authorized by the maker,, it's a poor idea.

    Get a boiler intended to be a hot water boiler. Cheap doesn't always save money.
